The British Council is inviting Film Hubs or Sector Support Organisations in the UK and Ghana (Accra) and Fashion-Tech Hubs or Sector Support Organisations in the UK and Nigeria (Abuja) to submit tenders to be delivery partners on the Creative Enterprise Support Programme in Accra and Abuja respectively.

We are looking to identify delivery partners who will work in pairs: 

For Accra, Ghana:

  • One UK Film Hub or Sector-Support Organisation 
  • One Accra Film Hub

For Abuja, Nigeria:

  • One UK Fashion Tech Hub or Sector-Support Organisation 
  • One Abuja Fashion Hub

Joint applications from UK and local hubs / sector support organisations already in contact with each other are welcome, as are applications from UK hubs / sector support organisations and Ghanaian/Nigerian hubs with no existing relationships in the other country.  Where the selected organisation has no existing partner, the selected hubs in each country will need to commit to collaborating with the other hub to deliver a joint programme.

BACKGROUND

The creative industries in Ghana and Nigeria are both rapidly growing economic powerhouses that are increasingly being recognised as pathways for sustainable livelihoods for young people across art forms such as fashion and film. The creative industries in both countries, however, are faced with the obstacles of weak policy support, lack of infrastructure, weak skills base, low levels of awareness of the livelihood opportunities that exist within the sectors (particularly non-artistic) and limited opportunities for networking, collaborations and skills-sharing.

Building on the Nigeria Creative Enterprise Programme delivered earlier in 2019, the West Africa Creative Enterprise Support Programme aims to stimulate linkages between the UK and Ghanaian and/or Nigerian hubs and creative economy sector support organisations to deliver training, mentoring and business development services to young, emerging entrepreneurs in Accra and/or Abuja.  

The expected outcomes for the programme are as follows:

  • Film entreprenuers in Ghana (Accra) and Fashion entrepreneurs in Nigeria (Abuja), are supported to develop successful businesses which create job opportunities and prosperity.
  • Increased collaboration and partnerships between Ghana/Nigeria and the UK on supporting the film and fashion ecosystems respectively.

ASSIGNMENT

Programme delivery in Ghana and Nigeria (run independently of each other) will include:

A two-week intensive training for 60 film/fashion-tech entrepreneurs to include artistic, technical and enterprise training tailored to the needs of the local sector.

A 6-month incubation programme for 30 film/fashion-tech entrepreneurs, providing access to workspace, access to equipment within the workspace (e.g. for producing new work, filming, editing etc.), training, business support and mentoring.

Grants to 5 film and 5 fashion-tech entrepreneurs, to develop business plans, start / scale up existing businesses in Accra/Abuja.

 

Bidders will be required to register on British Council`s e-Tendering portal In-Tend hosted at https://in-tendhost.co.uk/britishcouncil in order to take part in the tender process. Once registered, bidders must log-in to the website where they can view the project and access the bidders pack and submit their return. Bidders will also be required to demonstrate their capability and `means of proof` will be required. These conditions are outlined in the ITT.
