The British Council is seeking a service provider/consultant with expertise in apprenticeship, technical and vocational education and training to conduct a survey, hold consultative meeting with TVET actors, develop a national apprenticeship policy, develop manual, conduct ToT for key actors and develop fliers and posters for awareness creation on apprenticeship.

Role overview

The assignment covers the apprenticeship systems in Ghana in both the formal and informal sectors.  It focuses on the key actors in the public and private sector. The assessment shall be conducted in two zones of Ghana; the Northern zone comprising Ashanti, Brong Ahafo, Northern regions and Southern zone comprisingThe assignment covers the apprenticeship systems in Ghana in both the formal and informal sectors.  It focuses on the key actors in the public and private sector. The assessment shall be conducted in two zones of Ghana; the Northern zone comprising Ashanti, Brong Ahafo, Northern regions and Southern zone comprising Western, Greater Accra and Volta regions. 

The service provider/consultant is required to:

a.Develop an appropriate methodology and tools (e.g. Survey and focus group discussion) for data collection

b.Organise consultative meeting with stakeholders in the TVET sector for information gathering on apprenticeship system in Ghana

c.Conduct advocacy workshop on apprenticeship

d.Produce a report on findings outlining plan for apprenticeship policy

e.Develop a draft for apprenticeship model based on research conducted and experiences from other countries

f.Organise consultative workshop with critical stakeholders at the draft stage to share and discuss the draft apprenticeship model. Feedback given where appropriate, will be incorporated into the draft policy

g.Develop an apprenticeship policy manual for training

h.Deliver Training of Trainers (ToT) workshop for key stakeholders that will mentor and coach TVET stakeholders on the use of the apprenticeship policy

i.Lead in the pilot of a model apprenticeship programme using the draft policy and fostering effective partnership with three employers/private sector and a training provider

j.Disseminate information on the policy in nine regions 

k.Finalisation of draft apprenticeship policy incorporating lessons learnt, comments and suggestions from the piloting programme

l.Prepare a comprehensive report on the development and implementation of the apprenticeship policy

m.To partake in this programme for the duration specified
